Why do I run for election?
| During the past 25 years of working in educational field, I have been a secondary school principal for 14 years. With my professional experience and knowledge, I hope I can help leading Hong Kong towards a new era - one country two systems, self-governance, and a high degree of autonomy, by participating in the election of the first Election Committee. |

Election Platform
Public Livelihood
- object to the expansion of imported labour scheme so as to safeguard job opportunities of local workers¡F
- better re-retraining programme for the lower income group and the unemployed so as to enhance their ability of making their living and help alleviate unemployment problems caused by economic transition¡F
- implement public housing targets, shorten waiting period to 2 years, expand Tenants Purchase Scheme and announce list of sale public housing as soon as possible¡F
- expand Subsidised Home Ownership Scheme and review subsidy amount periodically¡F
- establish Urban Renewal Bureau as soon as possible to formulate urban renewal strategy¡F
- establish fund for the elderly as soon as possible, increase the amount of Comprehensive Social Security Assistance for the elderly and to strengthen community support services;
- establish "Advisory Committee on Women Affairs" as soon as possible and make comprehensive relevant legislation and procedures of getting alimony;
- quicken the pace of setting up "Chinese Medicine Bureau" and make a comprehensive registration¡Btraining and supervision package for Chinese Medicine Practitioners¡F
- formulate comprehensive environmental protection policy so that city planning will be in accordance with the principle of "sustainable development"¡F

Hong Kong and the Mainland
- strengthen cooperation and communication between Hong Kong and the Mainland; promote political, economical, educational and cultural exchanges between the two places¡F
- discuss with the
mainland to open border checkpoints around the clock as soon as possible;
- allow the SAR Government to participate in the processing work of right of residence of Mainland applicants in HK;

Democracy
- fight for a review of the local political system before 2007; the subsequent term of Chief Executive should be produced through direct election, while all Legco seats through universal suffrage by Proportional Representation voting¡F
- Chief Executive should attend Legco meeting from time to time to answer questions raised by Legco Members and hold meetings with different political parties' repesentatives¡F
- increase SAR Government main Officers' accountability, maintain a team of honest and efficient civil servants¡F

Law and Order
- put into effect the "Basic Law" and implement "One Country, Two Systems";
- uphold the independence of judiciary, safeguard human right and freedom; fight corruption and advocate honest administration;
- ensure Basic Law Section 23 be widely accepted by the public, and completely in accordance with the "International Convention of Human Rights";

Education
- increase education expense to 4% of GDP within the first term of SAR Government, and new resources be allocated mainly to elementary education sector;
- fully subsidize pre-school education;
- fully carry out whole day schooling in primary schools;
- improve pay scale of primary school teachers, fight for "equal pay for equal work" between primary and secondary graduate teachers; set up professional promotion ranking system;
- fully implement mother tongue education from secondary 1 to 3, while schools can decide which medium of instruction to be used from secondary 4 onwards;
- take effective measures to improve Chinese, English and Putonghua education; improve students' standard of writing in 2 languages and speaking in 3 languages;
- strengthen civil education, Basic Law education and education about knowing China for teenage students; improve younger generation's social responsibility and awareness of their national identity;
- increase social workers, implement "one school one social worker" as soon as possible;
- formulate comprehensive information technology education measures, ensure every secondary school student will master the skill of using internet resources before 2002;
- assist students from families of limited financial means to buy personal multi-media computers and related software;
- prolong university curriculum from 3 years to 4 years;
- reform admission scheme of tertiary institutions, set up comprehensive evaluation criteria apart from public examination result, encourage students to appreciate all-round development during secondary schooling;

Prosperity
- maintain monetary stability, formulate fair market regulation, increase efficency of financial market;
- fully support local valued-added industry; provide cheap land, loan on research and development, and tax concession; assist technology firms, medium and small industries in all aspects;
- further develop tourism, develop more tourist spots, promote more attractive festive celebrations and carnivals;
- economic growth stability , multi-cultural development, prosperous and civilised living, everyone lives in peace and contentment.
